How to pay tolls in Croatia with a rental car (2026)

Tolls · Croatia2026

According to the motorway operator Hrvatske autoceste (HAC) and Croatia's Toll Collection Act, checked on 31 October 2026, until 28 February 2027 Croatian motorways have toll plazas: you take a ticket at the entry and pay at the exit by distance, in cash, by card (Diners, Mastercard, Maestro, Visa) or with an ENC device. From 1 March 2027 the Toll Collection Act brings in tolls without toll plazas or stopping: a car pays with an ENC device or by automatic number plate recognition, after its plate and a valid means of payment are registered in the system.

This page quotes Hrvatske autoceste (HAC), which runs most Croatian motorways, its Crolibertas project site and the Toll Collection Act (Zakon o naplati cestarine) as published in the Official Gazette (Narodne novine). The law is in Croatian: our English translation is under each quote.

From 1 March 2027 (by law): tolls without toll plazas

  • Until 28 February 2027: toll plazas, as described by HAC below (ticket at the entry, payment at the exit).
  • From 1 March 2027: the articles of the Toll Collection Act on the new electronic toll system come into force. For cars the law allows an ENC device or automatic number plate recognition.
  • To use the motorway, the vehicle must first be registered in the system with its number plate and a valid means of payment (and the ENC device, if you use one): online, in a mobile app, in dedicated quick-registration lanes, at operators' sales offices or at partner sales points.
  • Using the motorway without registering costs the toll plus a statutory penalty of €120, under the same law.
  • HAC's Crolibertas site says that the new system will be fully applied from 1 March 2027 and that testing will continue until it is fully implemented: check it before you travel.

What the official sources say

How you pay until 28 February 2027 (toll plazas)

The use of motorways and tolled structures under the competence of Hrvatske Autoceste d.o.o. implies the obligation of the user to pay a toll fee that is calculated based on the travelled distance between two toll location points and according to the vehicle category.

At the toll collection points (toll plazas) the toll is paid either in cash, ETC or with cards Diners, Mastercard, Maestro, Visa, INA card and the card of MOLGROUP which are indicated as acceptable as the means of payment at the toll location.

The users of electronic toll collection (ETC device – „ENC“) do not collect a toll ticket at the entry plaza; they pass through a dedicated lane and are liable to pay with the serviceable on board unit.

With a rental car

The official pages we read do not mention rental cars. Before you book, ask the rental company whether the car has a toll tag and how it charges you for tolls and any fees.

The new law does not name rental cars either. For vehicles used for a company's business, and on who pays if a vehicle is not registered, it says:

(2) Obvezu iz stavka 1. podstavaka 1. i 2. ovoga članka za vozilo koje se koristi za obavljanje djelatnosti pravne osobe, fizičke osobe obrtnika ili osobe koja obavlja samostalnu djelatnost dužan je provesti vlasnik vozila odnosno osoba koja ima pravo koristiti vozilo na temelju ugovora o leasingu ili sličnog ugovora.

Our translation: (2) For a vehicle used to carry out the business of a legal person, a sole trader or a self-employed person, the obligation in paragraph 1, indents 1 and 2, of this Article must be met by the owner of the vehicle or by the person entitled to use the vehicle under a leasing or similar contract.

Our translation: (3) If the owner of the vehicle or the person entitled to use the vehicle under a leasing or similar contract does not meet the obligation in paragraph 2 of this Article, the driver must make sure that the vehicle referred to in paragraph 2 is registered in the ESNC.

Our translation: (11) The following are jointly liable with the driver for the toll compensation and the statutory penalty referred to in paragraph 1 of this Article: – the owner of the vehicle, except in the case referred to in Article 6(3) of this Act – the person entitled to use the vehicle under a leasing or similar contract – the user of the ENC device.

Questions

How do I pay tolls in Croatia with a rental car?

Hrvatske autoceste says: “At the toll collection points (toll plazas) the toll is paid either in cash, ETC or with cards Diners, Mastercard, Maestro, Visa, INA card and the card of MOLGROUP which are indicated as acceptable as the means of payment at the toll location.” It does not mention rental cars: ask the rental company whether the car has an ENC device and how it charges you for it. From 1 March 2027 the system changes (see the next question).

What is Croatia's new toll system?

Under the Toll Collection Act, the toll system without toll plazas starts on 1 March 2027; until 28 February 2027 you pay at toll plazas. HAC's Crolibertas site says: “Upon entry into force, the Act repeals the relevant provisions of the Roads Act, and the new system will be fully applied starting 1 March 2027.” “The Crolibertas system will be introduced on all motorways in the Republic of Croatia operated by Hrvatske Autoceste (HAC), Bina Istra, and Autocesta Zagreb–Macelj.” “Use of the OBU will be mandatory for heavy vehicles (as is the case in Austria and Slovenia). Light vehicle users will have the option to choose between the OBU or license plate recognition.” “Testing will continue until the new Crolibertas toll collection system is fully implemented.” Check the Crolibertas site before you travel.

Does Croatia have tolls or a vignette?

Tolls by distance, not a vignette. Hrvatske autoceste says: “The use of motorways and tolled structures under the competence of Hrvatske Autoceste d.o.o. implies the obligation of the user to pay a toll fee that is calculated based on the travelled distance between two toll location points and according to the vehicle category.”

How do you pay Croatian toll roads?

Hrvatske autoceste says: “At the toll collection points (toll plazas) the toll is paid either in cash, ETC or with cards Diners, Mastercard, Maestro, Visa, INA card and the card of MOLGROUP which are indicated as acceptable as the means of payment at the toll location.” “Double amount of toll for the longest route and for the relevant category of vehicles from the point of exit for the travelled motorway route is charged to users if:” “they appear at the toll plaza exit without a recording on the transit medium”

Do rental car companies pay the tolls in Croatia?

Neither HAC nor the Toll Collection Act mentions rental cars. From 1 March 2027 the law says that a vehicle used for a company's business must be registered in the toll system by its owner or leasing user, and otherwise by the driver; it does not say whether this covers rental cars. Before you book, ask the rental company whether the car will be registered in the Croatian toll system or has an ENC device, and how it charges you for tolls and any penalties.

Where does this answer come from?

From the official pages of the motorway operator Hrvatske autoceste (HAC) and Croatia's Toll Collection Act, read on 31 October 2026 and quoted word for word on this page. It is information, not legal advice.
